The Liaison Officer serves as the key point of contact between the project and Government of the Philippines stakeholders. This role is responsible for facilitating coordination, communication, and engagement with national agencies to support project implementation. Liaison ensures alignment with local protocols and priorities, supports activities such as site visits, assessments, and training, and provides strategic insight to the Project Management Office (PMO) based on stakeholder input and developments.

This is a nationwide project, and we need someone who is willing to travel and take on assignments at various project sites across the country. 

This position is contingent upon the award of the contract  

Key Responsibilities: 

  • Serve as the main liaison between the project and client's stakeholders.
  • Coordinate site access, permitting, and other required government approvals
  • Support the planning and execution of surveys, cybersecurity assessments, trainings, and meetings
  • Help organize, document, and follow up on all stakeholder engagements
  • Monitor and report on GPH agency priorities and provide regular updates to the project management team
  • Maintain strong and regular communication with GPH counterparts to build and sustain working relationships
  • Identify coordination issues or delays and escalate them as needed to project leadership
  • Draft official memos, correspondence, and meeting summaries related to GPH interactions
  • Support protocol planning for official visits and ceremonial activities
  • Provide insights on local institutional practices to inform project planning and engagement 

Qualifications to be successful in the role:

  • Bachelor’s degree in Public Administration, International Relations, Political Science, or a related field
  • With relevant experience in government or military service
  • At least 5 years of experience working with or within GPH agencies, preferably in sectors such as defense, security, or infrastructure
  • Solid understanding of GPH structures, coordination protocols, and interagency processes
  • Prior experience supporting international development projects
  • Strong communication and interpersonal skills in both English and Filipino
  • Excellent writing, organization, and stakeholder engagement abilities
  • Proven ability to handle sensitive relationships with professionalism and discretion
  • Able to work independently and manage multiple agency interactions simultaneously
  • Familiarity with government permitting, protocol procedures, and approval workflows
