We are seeking a Construction Manager Representative to provide services for the rehabilitation of the Rend Trail at New River Gorge National Park and Preserve in Raleigh County, West Virginia, including bridges, retaining walls, trail resurfacing, rerouting, and trailhead improvements. You will oversee contractor quality control, support the COR, review submittals and RFIs, prepare cost estimates, document progress, and coordinate construction activities with park operations while protecting natural and cultural resources. 

This position is contingent upon the award of the contract 

Key Responsibilities:

  • Provide Construction Management at Risk (CMR) services for the Rend Trail rehabilitation at New River Gorge National Park and Preserve (NERI), Raleigh County, WV
  • Ensure the construction contractor’s Quality Control Plan is in place and function properly
  • Observe daily construction activities and support the COR during construction
  • Conduct and document meetings, submittal reviews, RFIs, cost estimates, and correspondence
  • Prepare daily and weekly reports and maintain photographic documentation of work in progress
  • Assist the Government with Quality Assurance, ensuring compliance with specifications and drawings
  • Coordinate the contractor’s work with park operations to minimize disruption to ongoing National Park Service activities
  • Ensure protection and preservation of natural and cultural resources during all construction activities

Qualifications to be successful in the role:

  • Ability to read, interpret, and ensure compliance with construction contracts, plans, and specifications.
  • Minimum of 5 years of construction management experience.
  • Knowledge and experience in heavy civil, structural, and geotechnical construction, including: (Slope stabilization (gabions, retaining walls, reinforced slopes; Bridge rehabilitation, concrete repairs, structural ramps; Drainage and erosion control structures; Trails and parking surfaces with accessibility improvements)
  • Ability to review cost estimates, evaluate proposals, track scope changes, interpret schedules, and review payment requests.
  • Ability to prepare draft modifications, independent government estimates, respond to RFIs, process submittals, prepare field reports, conduct progress meetings, and take minutes; familiar with project management software and federal workflows.
  • OSHA 30-hour certified; knowledge of construction practices, codes, and safety regulations; able to document inspections and mock-ups.
  • Minimum of 5 years in heavy civil construction cost estimating; proficient with software such as RS Means or Plan Swift.
