We are seeking an experienced Environmental, Social & Climate Resilience Lead. You will lead preliminary environmental and social impact assessment, safeguards analysis, stakeholder planning, and climate and geophysical resilience screening for coastal energy infrastructure. You will evaluate the three infrastructure alternatives and recommended design for environmental, social, community, worker, biodiversity, land, cultural heritage, disaster, and climate risks and develop practical mitigation and resilience recommendations.

This position is contingent upon contract award of the contract. 

Key Responsibilities:

  • Plan and lead preliminary environmental and social assessment of the port, mooring, pipeline, storage, and outer-island components.
  • Screen each alternative for environmental, social, community, labor, land, biodiversity, cultural heritage, safety, and permitting risks.
  • Assess climate and geophysical hazards and recommend cyclone, storm-surge, flood, sea-level-rise, rainfall, tsunami, seismic, corrosion, and emergency-response measures.
  • Develop an early-stage register of impacts, risks, mitigation commitments, residual risks, data gaps, surveys, permits, consultations, and follow-on studies.
  • Coordinate stakeholder and agency engagement with Pacific Energy, Tonga government entities, affected communities, regulators, port authorities, and technical specialists.
  • Provide design input on siting, containment, spill prevention, fire and life safety, drainage, emergency shutdown, access, construction disruption, and resilience.
  • Support cost and schedule teams by identifying mitigation, permitting, consultation, monitoring, and resilience-related cost drivers.
  • Prepare Task 10 and Task 13 inputs, development-impact metrics, final-report chapters, public-version screening, and TOR compliance documentation.

Qualifications to be successful in the role:

  • Bachelor’s degree in environmental science, environmental engineering, ecology, social science, planning, coastal science, climate adaptation, or a related field. Master’s degree is preferred.
  • Minimum of 12 years of environmental and social assessment, safeguards, permitting, climate-risk, or infrastructure-resilience experience, including leadership on complex infrastructure projects.
  • Relevant professional registration where required by the candidate’s discipline or jurisdiction; eligibility to lead or sign environmental work in applicable jurisdictions is preferred.
  • Certified Environmental Professional; ENV SP; LEED AP; GRI or sustainability credential; ISO 14001 Lead Auditor; NEPA training; IFC Performance Standards or World Bank ESF training; PMP; recognized climate-risk, social safeguards, occupational safety, or stakeholder-engagement certification.
  • Expertise in preliminary ESIA, environmental and social screening, alternatives analysis, impact significance, mitigation hierarchy, management plans, monitoring frameworks, and permitting roadmaps.
  • Working knowledge of IFC Performance Standards, World Bank Environmental and Social Framework, ADB safeguards, USTDA development-impact requirements, and applicable host-country processes.
  • Experience with ports, petroleum terminals, pipelines, tanks, marine works, coastal infrastructure, or hazardous-material facilities preferred.
