Planate Management Group (PMG) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, and Orlando, Florida USA with a technical support center in South East Asia and East Africa, that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.

We are seeking an experienced Senior Marine & Port Infrastructure Engineer. You will oversee early-stage designs for fuel import terminals, wharves, offshore mooring systems, marine pipelines, and related waterfront infrastructure. You will compare three MR-tanker receiving alternatives, lead technical reviews and surveys, define design criteria, support option selection, and develop initial engineering sufficient to support an AACE Class 4 estimate.

This position is contingent upon contract award of the contract. 

Key Responsibilities:

• Lead the technical review of historical port, mooring, pipeline, waterfront, and marine survey information; identify data gaps and additional surveys.
• Evaluate adaptation of Queen Salote Wharf, adaptation of the Vuna Cruise Ship Terminal, and a new offshore mooring alternative for MR tankers.
• Define technical standards, vessel assumptions, design criteria, safety requirements, and survey scopes for the feasibility study.
• Develop and document concept-level marine and waterfront designs, berth/mooring arrangements, pipeline interfaces, preliminary calculations, layouts, project schedules, and construction workflows.
• Coordinate with fuel systems, civil, structural, mechanical, electrical, environmental, cost, regulatory, and financial specialists.
• Support AACE Class 4 capital cost development by establishing quantities, design assumptions, risks, exclusions, and contingency drivers.
• Participate in client workshops, stakeholder meetings, option-selection sessions, and presentations to Pacific Energy, government entities, and other project stakeholders.
• Prepare task deliverables and contribute a stand-alone chapter and supporting crosswalk materials for the final feasibility study report.

Qualifications to be successful in the role:

• Bachelor’s degree in Civil, Coastal, Ocean, Marine, Structural, or closely related Engineering. Master’s degree in a relevant discipline preferred. 
• Minimum of 15 years of progressively responsible experience in ports, marine terminals, waterfront structures, or coastal infrastructure. 
• Technical leadership experience on feasibility or concept-design assignments. 
• Active Professional Engineer (PE) license, Chartered Engineer status, or equivalent professional registration in a recognized jurisdiction. 
• Preferred certifications and credentials include PMP, PIANC or ASCE/COPRI participation, OCIMF, ISGOTT, port safety, marine risk, or coastal-resilience training, and current HAZWOPER or equivalent field-safety credentials, where applicable.
• Advanced knowledge of berth planning, vessel interface requirements, port layouts, quay and wharf systems, offshore moorings, marine loading/offloading systems, and marine pipeline interfaces.
• Ability to apply and reconcile relevant Australian/New Zealand standards, OCIMF guidance, ISGOTT practices, PIANC guidance, and other recognized international marine design criteria.
• Experience scoping and interpreting bathymetric, hydrographic, metocean, geotechnical, topographic, current, wave, seabed, and mooring studies.
• Ability to develop and review preliminary calculations, basis-of-design documentation, layouts, mooring concepts, equipment lists, construction sequencing, permitting roadmaps, and contracting strategies.
• Working knowledge of constructability, operability, maintainability, HSSE, cyclone, storm surge, sea-level rise, tsunami, seismic, corrosion, and coastal flooding considerations.
• Ability to compare technical alternatives using transparent multicriteria methods covering safety, cost, resilience, operations, disruption, environment, schedule, and implementation risk.
• Strong technical writing, client presentation, multidisciplinary coordination, and stakeholder facilitation skills.
• Proficiency with common engineering and analysis tools relevant to marine planning and conceptual design; ability to review CAD/GIS deliverables and model outputs.
