We are seeking an experienced Senior Fuel Storage, Pipeline & Energy Infrastructure Specialist. You will lead technical planning and early-stage engineering for bulk fuel storage, marine receipt, transfer pipelines, terminal systems, and resilient fuel supply chains. For the Tonga opportunity, the specialist will define storage and pipeline requirements, support option evaluation and initial designs, analyze outer-island distribution and storage, and integrate safety, operability, maintenance, and cost considerations into an implementable solution.

This position is contingent upon contract award of the contract. 

Key Responsibilities:

  • Assess existing and planned fuel storage assets, operational constraints, product demand, inventory coverage, and future expansion requirements.
  • Develop concept requirements for increasing storage capacity and accommodating economic MR-tanker discharge volumes while maintaining required safety stock.
  • Evaluate marine-to-terminal discharge pipeline routes and configurations, including subsea, flexible hose, beach transition, and aboveground segments.
  • Prepare preliminary descriptions, calculations, layouts, equipment lists, process concepts, HSSE inputs, construction sequencing, and permitting considerations.
  • Support screening of the three port/mooring alternatives based on transfer performance, reliability, safety, constructability, lifecycle cost, and operations.
  • Lead technical inputs to the Vava’u and ‘Eua transport and storage optimization model, including vessel compatibility, handling methods, landed cost drivers, infrastructure gaps, and reliability constraints.
  • Coordinate surveys, site data collection, third-party specialists, and interfaces with marine, civil, electrical, controls, environmental, cost, and financial teams.
  • Prepare task deliverables, support AACE Class 4 estimates, and contribute to the final report and technical crosswalk.

Qualifications to be successful in the role:

  • Bachelor’s degree in mechanical, chemical, petroleum, civil, process, or closely related engineering. Advanced degree is preferred.
  • Typically 15+ years of experience with petroleum terminals, tank farms, bulk fuel systems, transfer pipelines, marine receipt systems, or fuel logistics.
  • Active Professional Engineer license, Chartered Engineer status, or equivalent registration is strongly preferred; a recognized engineering license may be required for a lead design role.
  • Preferred certifications and credentials include API 653, API 570, API 510, NACE/AMPP corrosion credentials, NFPA or OSHA process-safety training, HAZOP/LOPA facilitator training, PMP, or Certified Energy Manager (CEM), which may be held individually or collectively across the proposed team.
  • Expert knowledge of aboveground storage tanks, tank farm layouts, loading/unloading systems, marine fuel receipt, pumps, piping, valves, metering, filtration, controls, instrumentation, fire protection, containment, and emergency shutdown systems.
  • Working knowledge of API, NFPA, ASME, ASTM, EI/JIG where applicable, OCIMF, ISGOTT, and recognized petroleum terminal design and operating practices.
  • Ability to size storage capacity using demand, delivery parcel size, inventory policy, safety stock, product segregation, turnover, and outage scenarios.
  • Experience developing pipeline routes, hydraulic concepts, transfer-rate assumptions, equipment lists, process flow diagrams, preliminary P&IDs, and basis-of-design documents.
  • Knowledge of HSSE, hazardous-area classification, fire and explosion risk, spill prevention, pollution response, corrosion control, integrity management, product quality, and operational readiness.
  • Ability to assess brownfield constraints, terminal interfaces, constructability, commissioning needs, outage requirements, and lifecycle maintenance.
  • Capability to support transparent cost, risk, schedule, and sensitivity models for fuel transport and storage alternatives.
  • Strong client-facing communication, technical writing, multidisciplinary coordination, and field-investigation skills.
